Some people have gained commerce when they shouldn't. Charriu knows who and how much. If he can't just take beakers or good away by editing the save,by GKC's suggestion he can instruct players to rid themselves of x commerce by researching at 90% or saving at 10% so rounding hits. What I meant was there might be a situation (unlikely) where a player needs to research at 100% to reach a critical tech (and they would be able to even without the undeserved commerce). In that case, three make can just be postponed. Hence why I think it's a good solution, as opposed to working less commerce tiles which had been proposed before, but doesn't work when you don't have foodhammer equivalent tiles.
