I've googled a bit on the subject. Effects :
1) There's an *NIX Server Load Limit option in admincp -> Options -> Server Settings and Optimization Options. If you set it to 0 ( don't check ) the script will stop verifying server load and should work regardless of how big it is. The hosting people might be not happy, but then we can speak to them and hammer out an acceptable load value.
2) Admins and adimncp are exempt from that check by default, which is why you're not affected by the problem
Also, you can cut the load on both server and database substantially if you disable search function for guests ( or kill search altogether ). Other low lying targets are max number of unread posts tracked for any given user, requiring people to be logged in to read ( some /all ) forums, refusing entry to crawlers and indexing bots ( googlebot and so on ) and disabling attachments.
EDIT
Important notice about reducing server load from our side though :
If we are on a shared hosting machine ( highly likely ) it will do exactly zero good. Server load in this environment is a sum of load generated by all users sharing the server, so us reducing footprint by 10% will have absolutely no impact if a hundred of other Jon Does.com keep being an inefficient resource hogs. Don't go overboard optimizing unless you can confirm we're on a dedicated hosting machine that's not shared with anyone else.

Right Mist (and Scooter via email), I read most of that same stuff. I have no idea if we're on a shared host or not and therefore didn't want to change that server load check. Remember that I still don't own anything about the hosting situation, that's still KoP at the moment, my access extends only to forum administration.
edit: well, here's some inconclusive research.

The first one of those says that http://www.realmsbeyond.net isn't shared, but the second one says it is, but lists some domains like http://www.ebay.com that are pretty unlikely to be on a small web host in Vancouver. Not sure what to make of all that.

Axandra is wrong quite clearly as you can just ping any of the other domains to see they share the same IP address as realmsbeyond.com/net . 15 sites on a decent dedicated server provided they aren't too active though wouldn't be a problem. No real way to find out remotely what we're on box wise and whether those 15 sites are the only other sites on the account/server (all that shows is domains that use the same IP but server can have many more than a single IP)

Ah I didn't realize this was being discussed in this thread. I did see in this post:

That setting apparently just determines how frequently/easily the message is shown. It doesn't have any real effect on load - it just keeps the message from being shown all the time. If RB's server load is actually too heavy, I'd think the host would contact us right?

ATM, the changes (no moves to a specific forum at the bottom of the page) are worse than the disease. And given the frustration I've had over the last couple of days re the "server is too busy" the current changes aren't helping.
I'm by no means a techie, but from what I can tell from this thread, our woes are being caused by some malware infesting the server.
If we can get rid of the malware (I've no suggestions on how to do that) our problems should be solved.
and if someone can find out who infested us with this Malware (and is willing to pay my airfare ) I'll quite happily give the motherfucker who's caused us all this crap a swift kick in the nuts (followed by a knee in the face and a kick inna head)

Has the server-too-busy stuff improved any since I did that tweaking Friday morning? (I don't know since it doesn't show me that message.) If it has then we probably should leave it off.
Backing up a topic, that "maximum server load" setting would seem to resolve as follows, assuming we are indeed on a shared host. If it's somebody else causing all the server load, we should turn that off to get our fair share of CPU. If it is indeed us causing the server load, it should stay on to be polite neighbors and not crowd out everybody else. Unfortunately I don't have any way to determine that, so I'm inclined to err on the side of caution. Remember that we're hosted for free as a favor to KoP but those others may be paying customers.
