The plains hill one east of the scout is a solid second city spot already, so I suspect if we want to outdo Joao to the gold it needs to be our first city. Which seems...nonoptimal, but protective means I'm not throwing it out entirely. This spot with the scout here:

Retep did good at picking, but is he really that scary? He lost to WillLP in PB13 after giving up tactical initiative despite having ep vision. Retep is also conservative with his economy. Not sure if he'll have the fortitude to ride the bankruptcy line as required by joao
On the other hand, TBS gave an updated Joao playbook in pb19. And William posted a couple times so he's probably savvy.

Borders popped, so we know Retep, and we see Cobra look a lot better. Swinging south now to see who we neighbor south of us.

This dotmapping assuming 2nd rings is weird, man. Even if the Terrace justifies it, it's still weird.
Supposing that a lurker had only read the Thrawn books and wanted to give Zahn a chance in his own universe...where should that lurker start reading?

But terrace is definitely nerfed, make no mistake. Second ring is typically reached after 15 turns, versus 5 for creative. So having shares/boosters/first ring goodies is still pretty vital.
