I'm no authority, but "if you have to ask then it's probably not ok" is a good rule of thumb. Although not technically in a turn split, you ending turn and then dtay took an action which you perceive as leading to war sounds to me like reason enough for you to observe a turn split by not whipping.

Ah, that makes sense. We certainly want to avoid threading into any grey zone here (at best) so I`ll wait on logging in again until the next turn is up.
Actually, we need to discuss the way forward. I think we should a) Offer dtay a fish-for-fish or b) Declare him war and hope he accepts our peace offer. We really, really need dtay to show his hand now so I`m actually leaning on the second option. This is of course a very important decision and the war declaration could easily come back to bite us later. Hmm, I`ll sleep on it.

Yeah, I think we have to look at it this way: If we knew we were not (about to be) in a turn split, we would not whip a bunch of cities. If we were in a turn split, we would not (be allowed to) whip a bunch of ciities. So even in our Shroedinger's Turn Split situation, I'm not seeing an argument for whipping anything this turn (nor for moving more units around - or even swapping tech to Engineering really, but as we're at 0% science and not running a bunch of scientists right now, I don't think that makes the slightest difference).
Fortunately he won't be able to take Chubei before we can do something to react. If dtay does declare on us shortly, that'll be a pretty good indication that we haven't built enough cats and knights!

Yup, it could go downhill very quickly if dtay breaks through our defenses. We could dry whip a Catapult in Chubei next turn, just to have a little more collateral to hit him with if a big stack moves in.
Swapping techs shouldn`t be a big problem, I agree, but in principle we shouldn`t do it. Lesson learned.
Good news from civstats: We aren't (currently) in a turn split with dtay after all!
I don't think we need to dry-whip, but I do think we need more units in general. Cats + Knights in numbers are good for both offense (if the northern borer turns out to be safe and we want to pick up some island cities) and defense (if we end up getting attacked by dtay).
One note: I believe our northern stack on the silver hill would be visible to a dtay sentry unit if he moved one to the nearest dyes. I don't think there's any disadvantage to moving that stack to the plains cow instead. (Unless there are slow-movers in the stack who will want to board boats either in or 1SW of Shkodai.)
Yes, I`m really happy that dtay double moved us! I was really worried yesterday that he would come for us immediately. We`re not exactly safe of course but it does buy us a little bit of time. I agree that we`re not desperate enough to dry whip anything. No whips were made this turn actually.
So, we got a Great Scientist. It started our first Golden Age right away! Our research rate increased a lot, we `re now making close to 750 beakers per turn. Also, at 100 % gold we`re making an absolute fortune (about 550 gpt). 3 cities hired specialists, Oghul Qaimish (didn`t fire any specialists), Bayan Khutugh and Nambui. The two first cities show 10 turns until the next GP is born but I think Nambui can overtake them both. We do risk getting more of the same GPs but we can try to minimize the danger.
Our big, strong cities are on Knights duty now. We have to build up our mobile stack. Chubei is making another Catapult. The War Elephant/Cataput stack was moved W, hopefully out of sight for dtay. Speaking of dtay, he`s built Castles in both his border cities with us, he`s not taking any chances there. Also, there is a Zulu Galley NW of Mandukhai, perhaps with a Settler destined for that forest grassland island there. I wouldn`t be happy about him settling it but what can we do?
Our first Plantations finished this turn! Now we have Silks and Bananas. Toregene is growing at max speed, in order to work all its strong tiles.
Graphs and demos: The Golden Age is helping us out in a big way. We`re first in gnp and production so we`re practically running away with PB37! Joking aside, this will hopefully help us to stay relevant for a long time.
Also, Carthage is in deep trouble. Chumchu might be attacked by a third player (dtay) so he could actually be the next player out after Donovan. I still can`t figure out what Gavagai is up to. Surely, he must be looking for more land in order to stay competitive. As Joey and dtay are about to become complete runaways - this is the time to strike. Well, hopefully not against us!
Cool. What does our unit mix look like right now? (And how much of it is in the northern theater?)
I should note the lone Cat north of Oghul Qaimish isn't doing anything in particular right now and would be a valuable offensive or defensive unit wherever war breaks out next. (I'd probably move it 2NE or 2N, depending on what other units we have in the west...)
I think it's safe to say (given the garrisons at Oghul Qaimish and Nambui) GJ won't be attacking us at least until the army he currently has in China wins the war there and comes home.
Also, even joking aside, it's nice to see we're not far enough behind for our GA-boosted full-science stats to be eclipsed by another player.
PB 37 looks like a powder keg right now. Finally, Gavagai decided to declare war... on Krill! This is, of course a disaster for Krill - as long as the war is real. I think it is. Also, note that Dark Savant and chumchu signed peace. Chumchu lost his marble city on an island right next to his core to Krill, so he`s in trouble. The big question is if any of the big dogs want a bite of the Incan Empire or Carthage.
Note that Gavagai`s Trireme is heading around the former Empress Gi island. My guess is that he`s not happy about dtay`s Galley standing in range of his new city.
We have 4 Knights and a Catapult completing eot that will add to our power rating nicely. However, if dtay moves in on this turn, we`re still a bit light on units. As you can see we have a decent-sized Catapult/War Elephant stack on the cows. We also have a Knight in Muqa and 5 Knights and a Keshik 2SW of the city. All units are in range of the possible invasion tile. Yes, we`re completing Engineering eot. We can`t take any chances there so research was set to 50 %. Astronomy is now a 5 turn tech for us. It will be close, but we might be able to complete in before our GA comes to an end. (I`m counting on a higher ktb as other players go for it). We`re a bit light on units near Oghul Qaimish but our fast movers can get down there really quickly when Engineering comes in. The lone Catapult moved away from Oghul Qaimish, in order to retain as much flexibility as possible.
Annoyingly, Joey is spending EPs on us so we lost research visibility. I set all our EPs on Greece, we`re making 28 per turn (with a couple of Spy specialists). So hopefully we`ll get visibility again soon. Also, note that we caught a spy sneaking around near Toregene. I think Greece is the main suspect..
Graphs and demos: Hmm, it looks like dtay whipped a lot of units 2 turns ago, so we need to stay alert here. Is dtay allowed to declare on us this turn? We have double moved each other for a few turns now.
Funnily, we now are now 3rd in population but only 7th in land area! A few very big cities are boosting our numbers.
