Babylon is feeling left out. Hey you, yeah Maya, you. Fancy a war? We could split it into segments like an orange!
I'll take first segment, you use second segment to react, i then react to your reaction, followed by the reaction to the aforementioned reactive reaction and then finally some joint reaction time to ensure fairness.

Reactions? Sounds like fun! But the turn order you propose is never going to work; Maya will need a separate pause to react every time any other team logs in, just in case they're secretly your ally! Then you can react to our reaction to their......

Hey, but what if you declare war on yourself ?
We should mandate a pause after every person's turn, then reload back to the start of the turn (after resorting all timeslots to factor for timezones, divided by the phases of the moon) , so that they can properly react to their own reacting.
