I have to question Ljubljana's scouting strategy from what I see in the pictures. Having his two scouts so close together and then sending the worker out to explore seems suboptimal
Not to pick on Ljubljana (because he's the one posting the most and I don't want to discourage that!), but just looking at this screenshot tells me all I need to know about his scouting:

Personally, I want to scout to find out where my 2nd city goes right away. And that means uncovering all the lands within about 6 tiles of the capital as soon as possible. After that go find your neighbors or scout more distant terrain.
To be fair, that is what he set out to do, but then got distracted by the shinies in the desert. He's thinking too far ahead instead of focusing on the immediate needs.

Yeah, pin is having doubts about his capability in balancing random maps. However, heavy handcrafting this map does not really have.

Honestly Im looking at Ljubljana's area and I probably needed to give him another food bonus or two.
I'm thinking that this start maybe needed a bit more grasslands. But it is what it is. Could settle 4E of capital, chop the forest that's shared with the capital into a monument, for a pretty decent second city. Or just plant on the hill N of it.
