I get weird "you've completed" messages in my cities in PBEMs a lot, too.

That normally happens when the player before you has notifications turned off, and they save mid-turn before clearing all of them. The next player gets some of their messages. I don't believe it has any gameplay effect other than the leaked info.

Yeah, I for sure saved and came back to the game this turn (first time I've done that).
