T240 - Looks like Retep is building mass research in his cities (see massive GNP figure in demographics, below). I think only five or six cities are actually producing something this turn, the rest appear to be either building wealth or research, or for some other reason have no hammers invested in build queues according to espionage panel snooping. In terms of outlay, he's in deficit or dead break even spending. I assume setting all cities to build wealth or research would be one way to quickly play a turn without losing city output and without spending time playing, or he's pushing hard to finish a tech. (Note: At the end of the turn Retep finished researching Industrialism). He already has oil connected, so it could be tanks rolling out soon, if he's not mailing it in. Maybe that's why so many cities have no hammers invested in the city build queues -- Does anything upgrade in queue to a tank? Maybe he started building some unit that upgrades and will have head starts on tank building next turn. I'll check to see how many city queues are empty next turn if I have time. This is an academic/reporting exercise mostly, it doesn't change what I'm doing anyway. Draft, draft, draft.
William is building railroads for me. Good guy, I don't care what I may or may not have said about him in the previous thousand posts here. That is, unless he uses those rails (along a vector parallel to rival civ territory) against me after a quick strike from Oxy/Suttree lands. Though that seems a bit unlikely. He wouldn't gobble me from the south at first, he'd start in the west anyway. So I think this is a bit of good neighborly work. Especially since it will theoretically help me against his only competitor, on the chance Retep isn't actually mailing it in....
Highlighted in the photo is a stack of workers I gifted to William. I also gave him 70 gold to offset their upkeep. If he's going to build rails, let him build rails. Those were the only workers that could make it into his territory this turn, but I'll hang on to the rest of my work force on the off chance I need to use them for something. But as every tile has been improved already and I'm happy with our hammer heavy configuration, there isn't much tweaking to do turn by turn now. I thought about pre-workshopping all of our towns (er..pre-pillage!) but thought I'd accidentally finish one and dump commerce doing that so I decided against it.
City builds - I'm not using a lot of whip.
I'm burning population on the draft and using raw hammers for everything else, except where it seems worth it. Our cities are all mature and will regrow slowly enough from drafting population loss. Until Retep proves that he's going to attack I'm not gutting our economy. If he does sail around, though, it'll be a slave and fire sale, everything must go (or die). The late Globe pains me a bit, especially since I had hoped to fail build it around for a while, but I hadn't got to building it yet since every city with decent production had been contributing to the temple building effort around the empire. The lack of Globe hasn't mattered yet, though, I have plenty of happy cap head space around the empire to burn through for now.

I'm beginning to wonder if Suttree is holding that war chest as a guard against me blowing my treasury on upgrades. If so, that's fine with me. That money isn't doing him any good in that capacity, I'm not going to attack him. I still expect to see that cash disappear one day and him to have a massive power spike with upgrades. Nothing to be done about it, we're preparing for war already.

That's a big drop in GNP. I wonder if it's Retep without a new tech already selected, and so losing the 20% prerequisite bonus. Also, our MFG will tick up a bit as William builds more railroads. Thanks buddy!
