1SE of the cows still looks good for our second city. The GP farm could be the filler spot, but it's nice to have a city that's able to work 4 food resources, even if it normally just works one or two of them.

As a draft camp the city could work two rices, clams and two lighthoused lakes for +13 food at size 5 - wait this is quick speed, so that's actually overkill. To grow every turn at size 5 we need +10 food, I think. So lighthoused clams, two lakes, and one rice would be enough for a draft camp.

So I think this spot is better used as a GP farm occasionally working 4 food resources in a golden age. We can probably find a crappyish site elsewhere to be used as a draft camp.

I had typed my suggestion as on the plains hill but then figured it would have a lot of tiles it couldn't use because they will belong to the capital, so thought I would be more flexible in my language.
