Qgqqqqq, I think at this point the rest of us are willing to go with whatever you decide for the game if you were willing to make the decisions.
IMO you're not going to find / fix all the potential issues in one pass, and infact I think it's likely that some more fundamental balance issues get missed if we go with the added imbalance of Infernal Mercurians. So my suggestion is that we call this "Mastery Evaluation Series, Game 1", play Compact Enforced and just get going. Then, once we've identified some obvious problems with the "base" civs and played around with fixes, then we add in the chaos of Hy/Bas and see where that throws it off again.
