I'm not exactly sure of the question, so I'm just going to post the picks from pitboss 44 for examples. Stolen from GKC thread in that game and I added the pt math. So taking a look at RegentMan he did expansive (3pts), Phi (1pt), and Ottomans which start with Agriculture (1pt) for a total of 5 pts.

RegentMan ------------------------ Peter of Ottomans (Exp, Phi) (wheel, agr)     3+1+1=5 pts
Donovan Zoi ----------------------- Mao of Inca (exp, pro) (agr myst)     3 (inca) + 3 - 1 = 5 pts
Alhazard ---------------------------- Zara of Mongolia (cre, org) (hunting, wheel)    3+2 = 5pts
Gavagai ----------------------------- Ragnar of Rome (Fin, Agr) (fishing, mining)  only 4 for being fin
Chumchu --------------------------- Mehmed of Aztecs (exp, org) (myst, hunt)  3+2 = 5 pts
Irismono & GeneralKilCavalry --- FDR of Mali (Ind, Org) (mining, wheel)   2+2 = 4 pts
Commodore ------------------------ Brennus of India (Chm, Spi) (myst, mining)   3 (India) + 2 = 5 pts
Superdeath ------------------------- Hannibal of Egypt (Fin, Chm) (agr, wheel)    4+1 = 5pts

griraflorens, basically, you have 5 points and you need to pick a combination of two traits and a civ that is 5 points or less. E.G. Fin/Pro China, India with Org/Chm, so on and so forth.

Which mind you is a bit harder than just add to 5 because you dont pick them at the same time. You will have 3rd and 18th pick.

No it means both, if a Civ or a Leader is picked, you can't pick it.
