I have 2x espionage on Yuri but don't always see his research, weird. Last turn he was 9 turns from astronomy though (with little in the way on lump or per-turn surplus).
Rushing out catas to take out his forward base.

What's your general output ? This could add to the necessary costs.
Otherwise, you should see the research if the is one.

Is Yuri still able to reinforce the city by sea?

Dunno if this is the reason, but if it's indeed sometimes-but-not-always from one turn to the next, as I think you imply, there are two possible reasons I can think of:
1) If you're close to the line between getting and losing research visibility, and the amount of EP spending on one or both sides changes from turn to turn to any reason, that might explain it. You can find out whether you have enough on any given turn from the Espionage screen.
2) If you do have research visibility on a civ, you still don't see what it's researching if no tech choice has been made; you don't see a question mark, nor the tech they were previously researching, but nothing, as though you had lost visibility. This typically happens the turn after a tech is finished. (I think if the player has queued a next tech in advance, that one will show, but there isn't any advantage to doing so except to keep from forgetting, with the exception, I think, of certain random events in games where those are on.)

Still? It's been blocked off by 9 triremes, which maybe you didn't notice when you logged in.
He can break that blockade soon with caravels or galleons tho. Better get the catapults deployed!

Well now I see he's researching Feudalism, which is relaxing.

The last time I had logged in it looked like our triremes had retreated. I see they are in position now.

Yuris moved a caravel up. If he stacks a bunch he will be able to break a blockade. But I am not sure how fast he can whip them out.

It looks like we have 2 cats incoming next turn, and four more that will arrive in 2-3t. I am not sure if 6 cats would be enough to take the city. If I had more time I would sim it out.

Scored a 1% chance win trireme versus caravel which is nice. I could take Ise next turn but it'll be easier if I unload another 3 catapults plus longbow first.

Yuri is choosing to fight a war (which I declared, buyt he effectively started by settling Ise and then fishing around with his 9 swordsmen) over possibly the lowest value city on the map, against the player with the largest army, while another player has 50% more cities than the rest of the pack.

I mean it's a fun idea for him to settle Ise and then try to take further cities off me, but why didn't he give up after I got to longbows, plus Chichen itza, plus forcing his galleys away?

There are no Yuri galleys in that pic.
