Searching around suggests that this comes up when the game is expecting to see the mod folder someplace where it isn't. Some of the possibilities:
Starting with the ones you've probably already tried, but just in case:
- The mod needs to be installed in the folder tree that includes the exe (typically in "Program Files" or the Steam directory if you have the Steam version) not in the "My Games" folder.
- Sometimes installing a mod puts it into a subfolder within the intended subfolder (i.e. it should be in ".../mods/Erebus in the Balance v12.1" but is in ".../mods/Erebus in the Balance v12.1/Erebus in the Balance v12.1" or something)

Assuming neither of those is the problem though:
- Are you using the Steam version of the game? It appears that some of the changes included in Steam Civ4 break a number of mods and throw this error, and that it's possible to download a "Beta" version of BtS from Steam that's actually just the normal game (without Steam-based modifications) that should work with the mod.
- Some people have reported that this happens for them whenever a mod folder has been renamed. If this is the problem, I'll kick myself more than ever for failing to check the correct folder name - but also I'll try to find a fix to hopefully resolve it later tonight.

In case none of the above helps, you might try making sure the .ini file in the mod folder itself has and points to the right mod name. Having the wrong one didn't actually seem to cause any problems for me, but my version might somehow be less picky? I hope (some part of) this helps....

Inside the "Erebus in the Balance v12.1" folder in your mods folder (in the main installation folder for BtS, not in "My Games" and not in the higher-level base Civ4 or Civ4 Complete folder) there should be a file called Erebus in the Balance v12.1.ini which is just a text file whose contents should look like this:

I tested my self,  you are missing the directory Erebus in the Balance in your  Mods directory. I moved mine and i had same  error you described.

I bought  my version of CIV 4 from Gog was 5 euros. I have  here photo with my  directory to see if you have same Ginger:

As you can see you must have instaleed  Erebus in balance as well.

Ginger , i just checked on GOG and Civ4 complete is 5 euros and i have that the version from them and is working excelent. I personaly thin is worth as you canplay without conecion to internet.

Any idea why no one is reporting? Do you want more lurker feed-back? I prefer to follow one thread but was spoiled before I decided whom to follow so my natural inclanatation to shut up unless I have something to tell is even more active. (Coldrain I chose you so please report smile).
I would expect FFH2 lures more lurkers being non-standard.

Reporting takes time.
Plus a quiet game (at the moment) and the relatively unfriendly environment here. I'm also guilty of being primarily a silent reader, but when I've responded with more than popcorn, I've almost always got a "don't write so much".
And I think non-standard means less lurkers ?

Otherwise, I have to protest. My report was nearly up to date and is up to date in the moment.
