But you don't need 22K plus IP, because you can recycle runes for each page in your book you only need one set of the above mentioned Glyphs, Seals and Quints because they are repeated in each rune set up. The only difference is the Marks armor pen v. magic pen. So you really only need 11,890 + 2,870 IP = 14,760 for 2 rune builds that will work pretty well with about any character.
So I guess I would say, once you have about 15,000 IP saved, spend amounts above that on anything you want.

How does inventory work? Buy as many items as you want, but only the first 6 "count" ?

You may only have 6 inventory items at a time. If your inventory is full, and you want another item, you must sell one of those 6 items to buy the new one.
Two exceptions:
The first is if the item you want requires one of those previous items in your inventory as a component. In this case, the cost of that item is subtracted from the overall cost. So, if you wanted a Catalyst the Protector, you can either pay full price for that item to obtain it, or buy the Sapphire Crystal and Ruby Crystal that are it's components for a reduced price later. For the first method, you just need an empty inventory slot. For the second method, the crystals in your inventory are consumed, and replaced with the item, which will leave you with empty inventory space if you bought all the components (if you bought only one crystal, it would directly replace it. Both crystals, it would replace one and remove the other).
Second, if you buy an elixir while your inventory is full, it is consumed immediately.
Let me know if this helps. If anyone has any corrections, feel free to point them out, since this is all just from my observations.

An idea I was toying with last night, while being stomped by golems...
Practice Game
Summoner's Rift
Team Size: 1
Minions and Towers are off limits. Game ends with Gank or Dragon (whichever comes first).
The point being to Jungle/Counter Jungle, so the valuable part of the exercise would be restricted to jungling champions (whatever that means).

I think the typical one is summoners rift with all 5 players from both teams going to the center lane and battling it out for the whole game (i don't know if they are allowed to jungle)

I'm starting out in LoL (level 10 or so- feel free to add me) and I'm trying to decide what's the best use of my IP- after I buy the tier one runes should I save up to buy some of the expensive champs (is Miss Fortune worth all the IP they ask for her?), or should I just save IP once I find a good couple cheap champs to run with till I hit 20 or whatever? What's a good IP to have at starting out at that level?

I'd probably save, though take my advice with a grain of salt since I suck at LoL
IMHO Miss Fortune is extremely powerful (we joke that she's "easy mode" in the hands of a good player, along with Kog Maw and Sona), but Tristina and Ashe are good ranged carries too and available for little or no IP. Between cheap champs to buy and free weekly champs I think you'll have enough excitement to reach Tier3 runes.

My expenses so far, most of the way through level 17...
1K for tier one runes
3K for pumpkin runes (half price of the tier 3 runes, and almost as much health - and I can use one now.)
5K for champions
and I now have 5K in the bank. If I'm doing the math right, I already have enough IP for my first basic set of tier 3 runes, and I expect to have enough left over to give me a distinct second set of runes to choose from.
Projecting, I think I'll have collected total around 1700-1800 IP when I reach level 20, which would leave 5K-6K IP after runes. Of course, you can't use all the runes right away, so some of that price can be smeared out. And if you have the IP now you can save another 3K with the pumpkins.
So my guess is that you are OK to get your 1K of runes and a 6K champion, if you want. Use that as your main, and play the alt of the week otherwise.
My 5K of champs: Alistar (1350), Sivir (450), Garen (3150). Then I decided that Riot was giving me enough value that I bought a brick of RP from them, and used that to start filling out the stable while saving for runes.

Play Tristana or Ashe. Don't spend at this point for Miss Fortune. That's my best advice. You'll need at least 10,000 IP to fill out your tier 3 runes.

Sometimes...
LoL is a team game, so PUG really result in some hilarious groups. 5vs5 we easily win even with one guy afk, but the team has to bicker around who dies less and who feeds them the most. So with all towers standing and one enemy inhibitor down the team goes afk and surrenders soonish.
The community leaves me baffled sometimes. Only going to do RB teams from now on.
