Thanks for that, Darrell. That's why I really like this community.
Anyway, time for some serious C+D analysis! I really should have done this earlier. If I had, I would have known about the chariot in advance.

Really, this should be called MS paint analysis. I wonder if the pentagon uses MS paint to count pixels on blurry line graphs that don't have labels. Probably not lol. Doing this, I feel like i'm Mr Bean in "do it yourself, Mr. Bean".
Counting up the total power there gives 42,000 soldiers, which just happens to equal the rival worst score for power. That's a good sign. I've given my best guess for each power increase to the right. Those might not all be accurate, but overall they should be good. I know he doesn't have mathematics or sailing, because he just got writing a few turns ago. So I'm confident about his military technology, at least.
Assuming I'm right, his entire military right now consists of 6 warriors and just the one chariot. That's really good news for me. I can be confident that he has no axemen, because the power graph would show a 6000 point increase if he built one (you can see some of those on the graphs of Nakor and Plako). The crucial one is really his last increases. I've spent a long time staring at it, and I'm pretty sure it's a 2000 and 1000 increase. I'm quite sure that it's not a 4000 increase, because the x axis change is too long for that.
The conclusion of all this is that all I need to keep myself safe, for now, is one spearmen. If he builds axemen, they won't arrive for a long time.

This is the plan I'm thinking of, given the ruling that Mackoti has to move his chariot to the same place. If I can move my units again, before he has a chance to declare war next turn, then I can get my settler to the city site, and get a warrior there in time to upgrade him into a spear, by using my worker to finish the road and then running him to safety. As far as I can tell, this doesn't violate any double-move rules, because we're not at war yet. It's a "disputed area", but my settler doesn't have to double move.
Since I have two warriors, I can upgrade whichever one he moves towards, and still get enough gold to upgrade the other if he moves back again.

I don't have to uprade after moving them. With the hills there, his chariot can't attack the new city until the 4th turn.

True. I somehow understood that when I looked at your map but when I wrote my comment I obviously had forgotten it.
So you only need to move first all the time.

There's also a good faith component to the double move rules. It doesn't seem quite fair to me to intentionally double move Mackoti even if you're not technically at war right now.
Maybe I'm misunderstanding your reasoning or what you're planning, though.

I think "good faith" considerations become pretty murky when one side is breaking game rules and in-game pacts with reckless abandon.

4.I will not chalenge you 2 wonders by your choise(you cant pick mids).
5.Only optional if you want not leting enemies to use our teritory.
6.We sign open borders with full options for both of us.

So he claims he has two axemen. I really don't believe that, but he probably does have more units finishing very soon. I guess it's possible that he finished the axemen just this turn, in which case they wouldn't show up on the graph yet.
His offer is kind of ridiculous though. He's saying basically "hey let's not fight, why not put aside our differences and give all the disputed land to me?" The offer of wonders is meaningless, since the only ones I want are the colossus and great library, and i'll get those easily.
I'm still trying to decide if I want to go for it and grab that land immediately.

But hey! At least there is a clause where you promise not to attack him, and he promises not to attack you unless he feels like it.
