Why not work on it? I get the concept of sunk cost, but when the alternatives are 1) nothing or 2) balance tweaks to existing champs why not finish a map?
I've said it before - Riot operates like a late-90s startup. They have a popular idea which is somewhat difficult to monetize. They've grown their staff what, 4x? 10x?, and yet their output has stayed about the same.
If the problem is that as the number of champs grows it takes more and more resources to balance them then I'd recommend releasing fewer champs plus doing less "neft then buff" or "buff then nerf" champ tweaking. I'd say 75% of the champs are at least balanced enough where flavor of the month popularity rather than power is the primary determinant of what's played, and as long as the other 25% are not
overpowered then the resources spent on constantly tweaking champs can be redirected to tweaking balance of new maps and new game modes. Fix exploits or badly OP champs on a need basis, but don't spend 2/3 your resources to patch 30 champs every 2 weeks.
