Great report and game Ruff ! You'd be surprised, Sulla like the idea from the start, I think his position is that game breaking is okay as long as it is fun and above board .
An analytical expression for GPP(n) (the number of GP points needed to get your nth GP) is:
GPP(n) = C*5*floor(n/10) + C*5*floor(n/10)^2 + ceil(n/10)*C*(n%10)
Where C is the number of GPP needed to get your first GP. That's 100 for normal, so GPP(19) at normal is 2800, meaning you did indeed generate 18 GPs (not to mention your "first to" GPs).
Divine Right was my suggestion but there was a lot of, um, disagreement on that. I was also thinking of Liberalism. It is the last "religious" tech even if it is anti-religion, and the free tech is kind of gamey. Changing the free tech to a free GP would be pretty neat and it is far enough past any religion founding to make the "instant shrine" objection moot.
