It probably did meet its objective, but personally I do not like the abstractness of this limit. I would like to have this "going to war" date linked to more flexible things like for example the discovery of a certain level of tech:
You need at least one forge and must have discovered writing before being able to invade other civs to represent the effort of sustaining and directing an army abroad.

Alternatively early war could be triggered only if the player gets the "close borders spark tension" malus with that particular AI meaning, that there is actually a need to fight over grazing lands or resources.

There is absolutely nothing wrong with the spy mission that reduces defences. You have to pay for the spies, pay for the replacement spies when some get caught, spend economy on EP or spend a great person, and if you fail to take the city in that 1 turn all defences are back up. Anyway, infiltrators letting the attacking army in was a time honoured method of taking cities and castles.

Before BtS, 4 accuracy catapults could take anything out in one turn anyway and I would often have 4 catapults following my army around in modern age. Spies are more realistic.
