Pretty much all single target attack spells are marginal (exceptions: confusion, black sleep, weakness).

Ok, i think make all direct damage spells with +2 tohit, and make firebolt 3 mana cost, lighting- 6, ets.
This cause average damage at max buff remain unchanged.
And life drain-6 starting and 3 mana per -1 spellsafe.
