Moved the scout. Didn't settle, but it looks like that's the way to go. Glad I picked a financial leader given how wet the map seems to be.
I tested an Agri > Mining > BW path earlier:
worker > warrior > grow to size 3 building warrior > settler
worker improves sheep, then corn, wastes a turn moving then pastures cows
By turn 31 this gets a settler in settling position, a warrior to protect it, BW and a worker in chopping position. I didn't sim any farther out because so little of the map is revealed and the commerce the new cities produce will affect the tech rate, so keeping the sim accurate would either mean restricting new cities only to known tiles or guessing what tiles the new cities will have available. Simming further could still be useful, just not perfect.
Fishing is high on the priority list despite no actual seafood in order to take advantage of financial coast tiles.
I checked the tech cost for Code of Laws on this map, and it's 539 beakers. The prerequisite bonus is +20% for minimum prerequisites and +20% for each extra, which with Priesthood and Writing is a 1.2 times bonus, which works out to about 450 actual beakers required. It does give a probable religion and early altars, but the altars and the missionaries are a significant hammer investment and will take some time to pay back their cost. Currency is another possible target (606 beakers) but requires Mathematics. This gives the advantage of needing fewer chops for oracle (4 chops, a whip overflow and a turn of production vs 6 chops+ overflow + production), but the extra turns required risks losing the wonder.
Without crunching any actual numbers, I think Oracle comes out ahead as long as we don't rush it too early. I definitely don't want to do what HitAnyKey did in PB27 and get Oracle before any cities, though:

Now to get myself a 2nd and hopefully 3rd city out quickly. Though it's kinda funny...my Size 3 capital was #3 on the Top 5 cities even before the Oracle, right up there with a bunch of Size 4 capitals and such. I'm guessing it was the religion in it that gave it that original bump to be ranked highly? Not sure what else would have made it the #3 city.
Though even with the Oracle now in it, it's still #3. So the Top 5 city calculations I just don't understand. LOL
(for the record, HAK lasted longer than I did in PB27, and I'm not implying he's bad, I'm just not in love with this particular play)

Have you had a chance to test mining > bw > agri? The corn is dry and we could chop out a second worker and/or the first settler.
Haven't been able to sim anything yet (or get the mod installed or login to the game), but I think we should also consider the value of an earlier pottery. +100% to granary means they'll go up fast -- and we'll grow faster.
Early archery means we'll be fairly secure as well. Something to think about.
Additionally, an early monarchy push will solve potential happiness problems and let us grow tall(er).
The big thing to figure out is when we can get city 2 at the earliest. That's more valuable than extensive oracle plans on Turn 0, I think.
Based on our scouting, that first city would probably go on the grassland tile next to that cow. Perhaps open with a settler ![smoke smoke](https://www.realmsbeyond.net/forums/images/smilies/smoke.gif) ?

I've done a few more sims, and I think that mining > bw first is better than agriculture first. Doing that and 2 workers before settler gets the second city settled the same turn as my original build, but with another worker completed, one less citizen and two fewer forests available.
The fastest I've gotten the second city settled with a warrior for defense was turn 28, and that required whipping the capital back to size 1. There's probably some better fast builds out there that I haven't considered, though.
Gonna settle, tech mining, start a worker and end turn now.

I'm still working on the mod install (I'm on a mac so I've got to wineskin civ 4 and then install the mod) and while we have plenty of time, I think we should certainly settle in place.
If I can before your playing window, I'll try to simulate a mining > bw > agri start to see if I can get a settler before T31 but your sim seems like it is probably as good as any other. I'll let you know when I can get up and running and in. Don't wait for me in the meantime.
EDIT: Crosspost! Your idea sounds great. Hopefully no one comes along for the early choke...

Hill SE - SE seems like the logical next move.
I'm still unable to get into the game but it's mostly for lack of trying. I'll keep plugging away and let you know when I can get in and can take a look.

Also Nyles: when is your typical turn playing window? I'm in Southern California and am usually free after 8pm. Still trying to get into the game; I'll post here successfully once I do. I'll also grab some screenshots so we can document stuffs.

Twelve turn worker instead of fifteen due to extra hammer from settling on a plains hill. We don't get any extra commerce from the sheep before pasturing it.
Made the same decision as you about the scout movement and found even more silk. Thinking SE again next turn and 2 tiles SW the next.
Last time I logged in, Borsche was the last person who hadn't ended turn. Just before making this post, I tried to log in and got a timeout error. Whoever logs in next should rename Tenochtitlan to Valyria.

Usually between 4 pm and 10pm central time, sometimes later.
