With 25 players do we have enough leader/civs to do random pool? Are we allowing a double up on civs/leaders?

There are 34 civs and 55 leaders. Should be enough.

Ah yeah I see how to work it.

Each player gets 1 civ and 2 leaders in the first round, and 1 civ 2 leaders on each consecutive round if rejected. Let's say 3 rounds?

CtH has three more leaders then BtS. That's why we have enough leaders.

I expect that he'll write here soon enough,  but he's a long term reliable player on civforum, so I have no issue with taking Ramk's post as confirmation.
Just so you feel ok to get started on a 26 player map without worries that he might not show up.

Reliable player but also known for changing his mind (better now than later). He canceled his registration and we're back to 25.

TeeRohr has left again.

If you reuse rejects you should be able to offer everyon 3 + 3 choices for both leaders and civs.

How? if I offer everyone 3 choices of civ there will be duplicates and if 2 people choose to accept the same civ how do you choose? I could offer 3 civs to 10 people at a time but then how do you decide which 10 people get first pick at their 3 civs? It becomes inherently unfair to those coming after those 10 since they will be forced to choose from the rejects of the first 10 people.

Ah, so you want to offer all at the same time? I had assumed it's in a snake pick order for some reason. But yeah that would take too long. You could do it in groups. First 5 each get 3+3 choices for either civ or leader, then the next group and so forth. First group to choose has to makes the second choice last.

Offering every one 1 + 2 with 2 rejects should work too.

What's the problem the process is described in detail in our pickmethod thread and works without duplicates with these number of players

1a) Everyone gets x leaders and y civs to start with, posted in spoiler threads. You'll also see a screenshot of your BFC before you have to pick.
1b) You can choose your leader from the options posted or reject all. You can't "hold" one or more leaders to await whatever civ and/or alternate leader you get; you're picking the leader you want to play in the game, or rolling the dice on getting something better.
1c) Same as 1b) but for civs.

2a) Once everyone has made their decision for the round, the leaders and civs that were rejected are mixed in with the choices that didn't end up assigned to anyone in the previous round. They're randomized again, and everyone who discarded a civ and/or leaders gets replacements for them. Nobody will get a leader or civ that they rejected on a previous round.
2b) You can again keep or reject your civs and leaders, as above.

3) The process of rerolls described under 2) is repeated z times
