Kjn, what do you think the likelihood is that they're actually doing that? I'm good with bluffing on that a bit if it's 75-80% or so likelihood, because it would be a really fantastic display of power (and messes with their heads) if we correctly call that one. I don't see much downside if they come back to us and go "uh, we're just whipping libraries, chill."
Well, I can say with 95% certainty that the two whips in Tlaxcala and Xochicalco that were done this turn are of buildings of circa 60H cost, due to the OR bonus. Not so sure about the earlier whips in the other cities, or the whips this turn.
Furthermore, I consider that forum views should be fluid in width

Can we say "We have no plans for war with you currently, but we need to protect ourselves." Leaves things up to the imagination.

I believe that we're hitting the point of diminishing returns with further tweaks to this message. I'd like to see us send it off soonish.

We have no plans for war currently, but we need to protect ourselves. We currently have a neighbor that is refusing a longer term NAP while whipping in military buildings and teching military techs, so we're concerned that they have plans to attack us. That neighbor is you guys . We're not interested in war this early in the game when there is still land to be settled. However, you guys are showing signs of war buildup mode, so of course we are concerned. A 10 turn NAP cooldown is not much time at all. Either way, you guys are avoiding any talks of a longer NAP, so until you are willing to sign a longer NAP, we're going to make sure our defenses are extremely strong. I hope you can understand that type of prudence. If you guys are building up to attack a different neighbor, we're of course happy to give you a longer NAP so you can do that without worrying about us. You don't seem interested, though, and that's concerning to us.
That said, we have NAPs with all our other immediate neighbors, and they all last longer than the NAP with your team. So to be clear, if you try to get aggressive with us, we will be extremely prepared to handle things. Your teching of Theology and the units you are pre-whipping for the eventual Theocracy bonus has not gone unnoticed . However, I do hope we can come to an agreement where conflict won't be necessary as it'll just hurt both of us.
We would also prefer we get an agreement about the land between our cities. Specifically, any plant from either of us between Brick By Brick, Tlaxcala, and Xothicalco would be A) on very bad land and B) very aggressive. We both would get much better peace of mind to just leave that land alone and settle elsewhere. We would be happy to promise not to settle in that region if you will do the same. Let me know what you think about this.
Thanks,
scooter - Team RB

Here's an idea: depending on the civplayers response we can ask them for either a longer NAP or trigger the end of the NAP ourselves. If they are going to attack us, they'd cancel the NAP anyway, and if don't mean to attack us, then there's little reason for them not to do it given that we could attack them. In any case, if they continue to be evasive like this, we'll have to build some more spears, cat, elephants which is as if we had no NAP.

After we found Ivoryville and tech HBR, this might make sense. However, we're in a pivotal growth phase right now, and if the war can be delayed even 10t more it would make a huge difference for our economy.
But you're right, we'll be building army either way.

We are delighted that you have agreed with the plan. Our preparations are well underway.
I doubt we will have any problems taking out the German team.
I hope the game will not slow down too much when the war starts.
In that case, lets just wish for a quick end to their resistance.
Indeed, the real two pronged attack would be much easier to manage without mixing the units.
We agree with your assessment.
The natural and probably the best method would be us attacking from the north and you attacking from the south. Thus the German team has to fight a real two fronted war. We should discuss the details when the "D-day" approaches.
Yes, we agree that any possible peace negotiation with the German team will be done together. I doubt we have need for such negotiations, but that might be a case in unfortunate 3rd party involvement. NAPs are in place, but one can't prevent 100% the possibility of backstabbing from our neighbors. Lets be on alert.

Time to employ our Spanish speakers perhaps? Or at least make the offer of it?

Line 1: Best guess is that maybe they asked a question that we didn't answer??
Line 2: Best guess, CFC is their closest peaceful neighbor, and they like that. Does this imply that they have fought another, closer civ?
It may be time to send in the translators.
