I tink it is too late now for England to do anyting. Russias mistake costing him SEV and the other gains Austria got should be enough to secure A's win.

I disagree, with the caveat that they have to play perfectly, and they probably don't even have enough leeway to try and take out Germany.
Mos, War S Ukr is a stalemate till Austria gets an army into Silesia (assuming Russia removes F Bla). That would give enough time for England to get his army to Livonia which can support Moscow
He DEFINITELY needs to move his fleets east so they're not threatening to France, and even then I'm not sure France backs off.

So the fall turn was quite unexpected for me. It seems like France is pissed at England and is going to sort of throw the game to me? Or at the very least, put me in a serious position to solo-win in order to make a point to England? Either way, I was NOT expecting to go +4 this year at all. This makes my mistake of getting Ukraine destroyed hurt even more, as I have THREE unusable builds. So I'm at 15 supply centers (12 units on the board after the builds), and I've got to get 3 more. Warsaw and Moscow should be pretty doable - where I get #18 will be the fun part. I have several options: Marseilles, Munich, and Stp are probably the most doable options in that order.
Back to this past turn - honestly I knew there was a strong chance Russia would take one of my centers and I'd gain none from him. He could've taken Rumania by double support if I had covered Ankara with Armenia... Or he could've guessed that I'd order Arm-Sev and ordered Bla-Ank. I figured he was more likely to go after Rumania, so I ordered Arm-Sev with the intention of *cutting* his support... And Rumania had nothing better to do, so I ordered it to support myself into Sev just in case. Well... I ended up losing nothing and gaining Sev. Cool. It's especially nice because England decided to let Russia keep Sweden (I can only figure it was to slow me down?), so Russia got no builds thankfully.
I knew I'd take Venice because I could order Nap-Rom to cut support, so I was basically just hoping to break even or go +1 this year and use my extra builds and take some more centers next year. What I did NOT anticipate was France just handing over Rome AND Tunis for reasons that honestly aren't really clear to me. France basically just gave up his chance at an EFA draw, and I went from thinking I'd need some good breaks to solo to now realizing I've got a real shot at it.
So we'll see where to go from here. I elected to build a fleet in Trieste so I can get a little more control in the Mediterranean (possibly getting my 18th center from there)... I have a lot of things I can do with my armies, so I need to think it over and figure out what my best course of action is here. That Black Sea fleet is just obnoxious to be honest.

England peace offer possibility:
IRI S MAO, ENG S MAO, HOL-KIE, BEL-HOL, NTH C RUH-MAR or something similar should work - giving Belgium to France to let him rebuild another unit to hold the line in the south

Yeah maybe. But I'd move Iri-Eng / Nao, Eng-Mao
Definitely want to vacate Bel and get that army from Hol over to Lvn (he could even convoy Hol-Den this turn to convoy Den-Lvn in fall)

France is ridiculous. It seems like everything they've done in this game has been to help out Austria as much as possible.

I dunno if I can agree with that. It seems like just a year or so ago France was pushing pretty hard into the Mediterranean (against Austria). He only stopped because England stabbed him
