Sounds like best option to the masses is just random with a couple of rerolls. And since we have enough players to have discussing the details get this game lost in committee, I motion we make this option the one we use and move along.

Random with rerolls seems fine. I am mildly opposed to duplicates, they could make things confusing and also somewhat break the immersion for me.
