The attack plan is pretty simple

I have a road half-built on the wines, so I can get my army to the hills easily. From there, It can stay on the hills all the way up to his new city. That city will be guarded by the river up above, so any counter attack by him will be difficult. If he settles a new city right now to the south, I'll take it on the way, too. And meanwhile, I'll be teching construction, giving me catapults and bridges.
I know that his power has stayed flat since our little skirmish, and his production has nosedived. Meanwhile, mine has skyrocketed. He won't be able to stop my attack- vultures are the perfect unit for early hill-fights like this. And once I take that city, he won't be able to take it back. I'll put the great library there, cover the isthmus in my culture, and the entire southern land will be mine.

it's a combination of forges, and growing pop onto mines to take advantage of them.

More diplomacy with Mackoti. Seems he's scared by my rapidly rising power (I'm now #1 in soldiers). here was my offer to him:
