Are AI with Aggressive or Charismatic 10% more dangerous?

I don't think they are. If you change the power ratings to take the trait into account though, then they will, and the inaccurate perceptions they glean from the power rating will be just as bad.

I don't think so either - the power of a unit should be the value when it is built - any promo's shouldn't be taken into account imo. It does make it difficult when adding power to mages etc, a mage with death 2, combat 5 and spell extension is pretty powerful especially with a large supply of death mana... But the additional power comes from the summoned Spectre that has its own power rating.

Some of the power rating as they stand are silly and need addressing, I don't think as it stands now we should be considering modding the hell out of the ipower ratings...

Interesting stuff. I just ran across this issue myself while working on my mod.

Here is my first pass at adjusting the unit power ratings (I also removed all of the tech power ratings and kept only a couple of small building power ratings) - link to unit spreadsheet

My plan is just to adjust the XML values and not mess with any of the underlying computational mechanics. I don't think that adding a percentage bonus due to weapons is necessarily wise either, as many units don't make use of weapons, so you could end up artificially inflating the numbers, which simply results in strange AI diplomacy and behavior.
