I've played decently far into the game and have started bashing heads. I'm not sure if I'll finish. PB18 takes too long to play and the weather is nice.

No, I'm sorry, that can't be right. We definitely invaded at least one of those: Luxembourg was occupied by Germany during WWII and 'liberated' by the Allies between September '44 and early '45. At least some of those soldiers must have been British, right?

I was thinking of something I'll call "1984" which is as follows: As soon as I have met two opponents, I must always be at war with at least one opponent. If I ever sign peace, I must declare war on a different civilization. If there are ever fewer than two remaining opponent civs, I fail
At some point wouldn't you want to relieve the other governments of their governing responsibilities and bring everyone under the control of your government?
I thought it would break the spirit if I dropped down to one rival, but another variant end I considered was that I could win by conquest if I eliminated all remaining rivals on the same turn.
