There won't be a lot of picks chosen between the first choice and the second choice (only two people), so it's probably not a vital choice.
The advantage of taking Inca first (if one of the next 3 people don't take them) is that you still have flexibility with regards to which leader to pick. Inca wants Pro, but Pro/Cha is fine if Wang Kon is not available anymore, and so is Pro/Phi, Pro/Exp or Pro/Ind. The advantage of taking Wang Kon first is that it's a good leader that can pair very well with China too for example. The strategy for Wang Kon of China is to rush towards the Colossus (for fin + colossus coasts and ocean tiles) which directly leads to machinery and Chu Ko Nu.
I guess my choice would be to take Inca first and look for a good Pro leader on the second round. Unless Inca gets taken before of course.
