Edit: To clarify, on balance I've talked myself into being ok with the reload. And the rest of your suggestions make sense, particularly "pay attention, don't offer peace if you don't mean to now that you know how the game behaves"

The question came down to whether it was reasonable to expect someone to know that sending an essentially empty diplo window to an opponent prior to declaring War would result in an accepted Cease Fire offer being present in the window on receipt? I thought I had a precedent for it, but on further examination it turned out to be  & poor observational skills, so the lurkers were consulted for precedent also. I am OK with the decision, but now that everyone knows about the issue I would suggest any "flavour" diplo be clearly marked as such...

Also, CivStats doesn't appear to have fully updated; it still reports everyone who had previously ended turn as still having ended turn. Would a refresh of some sort fix that?

Possibly restarting civstats would clear that up. I'll do it next time I'm at my pc.

A suggestion: given that there's a bug that causes unintended ceasefire offers it may be best for for actual ones to be accompanied with a message indicating that it is genuine.
