This is my main military city. Very slow growth so it can't be whipped ... but lots of hammers (once we get to Civil Service.
This is a <5 hammers into an axe / spear and then double whip, overflow into another unit, rinse repeat. You might need to put the overflow hammers into the lighthouse.
In some ways, this city has too much food and not enough good tiles. It has stolen the capitals seafood ... so they can give that back. I've set this city up to double whip the axe with the overflow into another one.
Another good production city. Horse Archers?
Tons of food here too. Maybe this is the future Globe city? Look for happiness trades when the 2nd fur comes on line.
