There are lots of other ways to get commerce if you really want it though, and I think they're more cost effective. Eg. Grow onto an extra cottage instead of whipping the temple. Honestly, I'm pretty sure I'd prefer Notre Dame to just the UoS on its own, but I'd try to find a better use for my GP(like the academy in my sim).

Scooter won't attack Mack unless he's at war with someone else. Scooter is pretty solidly in third place IMO, so it's not up to him to decide who takes down the leaders. He just does his thing. If REM does absolutely nothing (not likely), eventually Mack will just win via having more than twice as much land as he was "given" by the map.
With REM in a position to win, it's up to himself to make sure he wins. Scooter is not in an obvious position to win so it doesn't matter if he acts or not. It's better for him to sit tight and wait for an opening.
Especially if Sulla comes back to add his voice, he won't advocate a full blown war against anywone, he'll council Scooter to take a few cities then get back to econ.

You can finish with same bonus as you get from Academy, may be with slightly more efforts, but still more than nothing. If you dont want to waste GP, you still have an option to hook stone and get it for 240 base hammers.

The period on the cusp of Rifles and Cavs seems quite intense, with massive armies being raised and periods of single turns meaning a lot.

Scoolla's plan seems very risky to me, but I guess you play to win, not play to not lose.

I guess is in order? I won't say anything but, man, are they in for a rough ride.
IMO it was a crazy fun strategy until the inevitable (in retrospect) flaming out and dying. Though it might have worked against weaker competition.

Which ETA? The one which we planned at T0? Or the one after we realised

Notre Dame does give output as every other team was constantly bumping up against the happy limit. It's probably the best wonder except for a well-timed Taj.
