This is another feature where rounding interferes with your ability to calculate this ingame.
Also while it's theoretically possible to calculate the exact culture value in paractice you often don't have the information. You'd need an exact log of all previous turns + immaculate game knowledge.

No, I won't present the actual culture value. This is only the percentage and by how much that percentage increased/decreased compared to the last turn. Because I only present those percentage I won't have any rounding interferences.
Just think of it like putting down a sign noting how much culture percent everybody on that tile has and comparing that to the percentage on the next turn.

Would it be possible to allow asking for gold per turn in the diplo screen even if the player doesn't have a positive income at that very moment?

I just had a quick look and it looks like the code for that is not in the SDK. So unfortunately I cannot do that.

I was asked by some people to show additional information for the combat odds. BUG already has a lot of that information, but so far I haven't integrated it. I did not include it at first, because I felt it may be too much information, but I might be wrong about that. So I ask the community about their opinions. Should I integrate this whole combat odds segmet?

I think that's a good addition. It just saves the detour to the excel sheet, which not everybody has/ is aware of, is tedious to use, and breaks immersion.

Of course you can always turn off BUG elements.
