Maybe I'm too naive about CIV, but I just don't see it. With strong allies keeping you at tech parity, your military flexibility, and lots of still-open land (certainly not useless, whatever you think of its relative quality) I refuse to believe that the Legendary Builder can't pull together the cities and infrastructure needed to get back into this game. If there's not enough nearby food for your tastes, perhaps you can find a way to snag some from further away, or set up a less-food-dependant economy.
True, you had to abandon your original plan, but that isn't the same thing as losing - and if it comes to that, Aggressive Knights or Cavalry or the like could be as much fun to play with as Aggressive Impis, if you can set yourself up for it by that stage of the game. I don't think it
matters how much of the problem to this point was the map, how much was politics, and how much was planning gone awry - the net result (it seems to me) is a challenge, not a catastrophe.
(Of course, to "have some fun first" - whether before or by or while growing stronger in the game - does sound to me like a great idea, and indeed the whole point of the game!)
