So, for an AI to choose culture, it needs a total score of 10.
Here are the components:
Minimum culture value to go for culture is 10 or higher. An AI Leader's Culture value (starts at 0) is determined as follows:
1) When Aggressive AI is selected subtract 3.
2) Add 4 for each of the following traits, Spiritual, Philosophical, Creative, Financial, and Industrious (Ind is bugged, and only adds 2).
3) Subtract 3 for Theocracy Favorite Civic.
4) Add 1 for each Holy City controlled.
5) Game adds a random value between 0 and 6, inclusive.
