Thanks. It really helped me with pbem #11 having someone to bounce ideas off - so the more heads involved in early map concept the better.

Re the WBS file ... see Dale's information at CFC.

When I was putting together pbem #11, I concentrated on the map part (BeginMap and BeginPlot). You can totally do these sections without having to know anything about the leaders or civs (or how many there are). Note that you do need to keep at least 1 unit somewhere on the map for each player or they 'die' when you start the game.

When I got the leader / play order, I just started a new game, got the play order / civ / leader right and saved that game as a WB file - then cut off the top part of that file and stuck it on top of my map edited file.

Mostly agreed here, although I would prefer passive espionage only and I am not bothered about banning any leaders/civs. And I would prefer no gifting at all.

Oh and I generally can play at 8pm-11pm GMT too.
