You're neglecting that 2NW is also on a river for +2 health. And also, that all those hills in 1W are plains hills. Counting total food for those sites and they both come out to -2, so both sites are going to need to farm over 2 tiles (in addition to the wheat) to work every tile.

Honestly, I say 1W and 2NW are very close. What tips it to 2NW for me is that if you settle 1W then you have no good spot to settle a 2nd city (that we can see). 3E sucks, or at least sucks more than 2S.

Honestly neither one has a very clearly good second city. 2S is a decent production city though, so 2NW/2S has that in it's favor...shrug, I'll just keep watchin'.

Settling the best capital is most important. If it takes another turn or two to find a good city 2 then that's worth it IMO.

I think 1W tips the balance because of the extra floodplains plus the ability to start working on T0.

All those plains at 2NW is really not good IMO. I think the quality of tiles at 1W is just much better.

The only other site I can think of as a 2nd city for 1W could be the plains tile 1N of 2NW.

Still gets wheat, can share some of the floodplains with 1W to save worker turns, and has some visible hills for production plus possibly another strat resource in the fog.

We must remember that Horse and Copper is not far in the fog somewhere - that could be worth exploring a bit further rather than settling city 2 straight away?

Also, back on the 1W question.

1W has a great flexibility for both the traits of Ragnar along with Bureaucracy.

It can be cottaged up the ying-yang for a super economy city.

When we are looking to go 100% military, it can farm plenty of the FPs and work the iron plus tonnes of hills to churn out units super quickly.

It can work well at either extreme as well as able to work somewhere between the two.

We can say that about almost any of the cities proposed. Cottage the flood plains and mine the hills; how is that different than SIP, 2NW, 2S or any other location we've talked about?

2S actually has 6 floodplains but that's me being pedantic.

I also think 2S is less defensible than 1W.

For 1W, any attacking stack (unless all 2 movers) has to move onto flatland at some point to attack I believe, which makes it easier to bombard successfully.

I am still in favour of 1W, but I will concede that 2S is not as bad as I thought it was. If I am completely outvoted, then we shall have to go with 2NW and 2S.

Also, I think Mongolia's settling decisions need our focus more - I only have a little time left and I can now pretty much surrender the argument for this civ as the difference between choices is not as vast as it is with Mongolia.

Unrelatedly, I am guessing all civs had the same choice(but not land), as every team has 2 unsettled, 1 settled civ.
