I have a question about the variant restrictions: Do spy (or great spy) actions in an AI city in the old world count as "attacking" it?

No spies don't count as attacking units for the purpose of this rule ONLY military units[/align] (including planes) count as attacking.

Yet another question regarding city capture in the old world: If cultural pressure causes an AI city to want to join my empire, am I allowed to accept? The rules specify that I am banned from attacking their cities, but what if the city capture happes peacefully?
