100% agreed, unless something crazy pops up. cothon-accessible, 2h plant, shares 2 foods, and even grabs a bonus floodplain. I wish it grabbed a new resource tile and forests but its a decent second city just based on the tiles it shares with the capital alone.

A small problem with our proposed spot - we found some more food! If we settle on the PH as planned, we orphan a fish. We can settle 1N or 1E of the PH to avoid that problem though. I think 1E is better because that gives us the auto-trade route for having continuous coast inside our borders.

ahaha, oh shit you're right. I confused myself with the fancy view!

With C3, we can chop out a barracks right away to get a border pop (same price as a monument for us), and then hit the fish with a workboat from the capital.

Another thing I just remembered: in RtR, you can actually net whales with Sailing, so it'll be worth putting a city exactly 2E1S of their location to net them at some point. That's a pretty solid site though, grabs 3 floodplains, a couple forests, and dry wheat.
