Well I have a preference against banning civs, so I won't push that. If you want civ bans, propose them now, so we can decide on them with the other settings.

Holy city snake pick - I agree

Razed extra holy cities - why not?

Except maybe give one holy city to a preplaced Acheron

Under council giving night watchmen is fine, that religion is supposed to spread easily anyways.

3 selected priests, I agree. And I assume that one will be of same religion as the holy city u own. As long as Esus holy city is preplaced or razed getting night watch later isn't an issue. Owner of holy city has visibility on all Esus cities after all. (If using the religion)

We need a consensus on players choosing to play as Hyborem/Basium from game start.

Present as in players, or present as in AI if not selected by player?

I definitely am not happy with having AI present at game start. It just adds one more factor that the mapmaker has to balance, to no ones satisfaction.
