If you are testing here is my opening BO in general
Revolt into HR, Bureau, Slave, Merc, OR on T185
Whip worker in 2nd city on T190 and revolt into Serfdom
Back to slavery when capital wears off slavery unhappiness
5 turns later, Caste + Pacifism
5 turns later Slavery + OR and repeat
Capital whips:
2-> 1 Worker after 1 turn of hammers, overflow to 2nd explorer, try to complete a warrior for its own garrison
4-> 3 (3->2 if you must) Worker overflow to temple. Build wealth if you have to save the overflow
5-> 3 (6->4 possible?) Settler with 2 chops (maybe only 1?). Overflow into worker then build missionary for the new city.
?-> ? Settler with 2 chops (maybe only 1?), overflow into missionary?
Bank? Library?
2nd city whips
2-> 1 Worker, overflow to missionary
4-> 2 (3-> 2 if you must) Worker, overflow into a warrior or archer for it's own garrison.

Other cities
build culture for the 1st two turns and dont forget to queue-up a worker for the culture bug

4-> 2 or 5-> 3 settler with 3 chops overflow into Missionary for the new city or LB if you can't
Courthouse into rax? (or library into rax or worker?)
Send the 1st 2 LBs for city 3 and 4 sites
Don't forget to work priests and scientists
1st 2 cities will generate the GSs
Do not work any engineers in the 1st 4 cities until we can identify which cities will produce GS 3 and 4.

I havent tested planting capital NE of marble, 2nd city NW of horse then improving PHM and horses asap after banana to see if we can 5->3 whip a settler with only 1 chop. Obv this could delay development of 2nd city.

Thanks. I didn't realize that there was a no religion mod, so I'll have to download that later.
Anyway, my untested opinion is that you either want Gandhi, for the bulb-fast/snowball-hard/sink-or-swim type approach, or you can go with a safer Victoria. Victoria will be less flashy, but she can REX much more easily and you have a nice long river for the first two cities, which will get boosted by Bureau. And if each new city comes with a Granary + Forge (+ Lighthouse) then each new city will contribute more-or-less instantly to your economy and production, so REXing will be very good for sure. The challenge is scraping together 248H for each Settler.

ok I really like settling capital NE of marble. the key is to improve all the production tiles first like horses, PHM, and mine even the marble tile since you can improve it faster and gives more hammers. With only 1 chop, the cap can 6->3 whip a settler twice. 2nd city between pigs and rice can chop 3 trees for a settler as well.
EDIT: 1st settler whip from cap is 6->4 actually.
