Sian is probably missing Archery (Since he built a warrior after we pillaged his copper when he could've whipped an archer), Sailing (why would you research this right now). He clearly has AH, Hunting, Mining, Bronze Working, and The Wheel.
So Power from Techs is 2 + 2 + 2 + 4 + 8 + 4 = 22k
We have vision right now on an Axe and we know the Capital is size 7. So that accounts for:
3.5 + 6 = 9.5k -> 9.5k + 22k = 31.5k.
Total is 39k, so we have 39 - 31.5 = 7.5k unaccounted for.
At least .5k of that is his other city, but it was founded with the wheat in range so it's distinctly possible that it's size 3. Which would leave Sian with 6k.
1 Axe or 1 Warrior + 1 Spear.

In FFH PBEM XI, Kuro built an academy in a city a turn or two before I took it. It was clear from the units on the field that he couldn't hold it, but apparently he thought that it would give him enough of a city defense increase from a culture expansion to hold the town. It did not, and I ended up getting a very nice science and culture boost when I easily captured the city.
In this game, Sian built SAT a shrine in a city he couldn't hold. I don't know if he did it for an emergency border expansion or what, but the result is the same

It will be interesting to read about why he did that - but honestly, it's huge for us. In a game like this, especially the way we are expanding, shrine income can be a big advantage.

Now we need to figure out how to revamp our domestic situation.
Tech is definitely currency at this point. Diverting to anything else at this point is going to see us stagnate hard. We don't have enough gold to make it to Currency, and we're losing 6 GPT at 0%. So we need to grow onto cottages or other high commerce tiles ASAP in our core and keep our outlying cities small (Maint. is directly related to city size which acts as a multiplier on already long distance maint). However, some of our outlying smaller cities are quite good, so we'll probably ignore that optimization.
We need more workers. Probably 6 more at least to have 12 workers for 9 cities. It's overage, but it's also to catch up. We don't have cities working too many blank tiles, but we will soon. A lot of our improved tiles are also food/production squares, not commerce ones.

So, my thoughts: Cottage the cap and the southern FP.
Get a lib into analogy and build workers. make a worker in vocabulary and then run scientists.
What we do in chiton depends on if we take his cap or not, and that's 6 turns anyway. We can run priests now (I think 3 from the shrine) Or we can whip out a lib there, too.
