Could we remove Smithy as a requirement for Wyvern Riders? It extends past the space dedicated to showing what is required by the Smithy so it doesn't look all that great.

I'd contend that the way windwalking works seems to indicate that ships should work the same, in the designers' intention, and that the patrol thing must have been a hack to fix something else... But obviously, no way to prove this.

Windwalking is different though, if you read the description, it says it allows the units themselves to have flight and as many moves as the windwalker. So it's clear that the units are meant to use their own movement points which just happens to be raised to match the windwalker.
Unfortunately, "transport capacity" doesn't have an ability icon and help entry so we have no way of knowing for that one but I'd expect a "carried" unit to not spend its own movement because it's not moving using its own strength.

As a thing to consider when you next test draconians (I know this will be far in the future), I'd like to look at removing the power from their population. Flight is a huge benefit, and they aren't terribly weak economically; its very noticeable when an AI is draconian vs dwarf/troll/beastmen. (And obviously humans can play entirely on the flight.)

Seems a bit harsh to me for a myrran race. I'd just remove archers. Sure, flight is still great, but at least that forces you to engage in melee. Then, the next flying unit with ranged attack is I believe the flying ship, which is costly enough and with enough tech requirements to be not an early issue.

It also frees up a unit slot smile

Its not just the tactical - its also the overland ability. You can scout faster, scout lairs easier, colonize other continents (this is huge for the AI), defend cities without fear from numerous enemies (and you have high defense and resistance to help with that). Compare to beastmen or trolls or dwarves-not-on-rich-minerals. I'm not sure about comparison to dark elves. They're incredible as well.
