Oh my god you can do it with guided missiles too. They have an attack range of 4 and show a rebase range of 4 too, but will actually allow a rebase range of 36, just like ICBMs. FUCK! No wonder he was able to bring so many tacts to our last war right after getting fission!
Code: ICBM: No longer unlimited range, but long enough so that they will out distance your army and navy easily, and they can be rebased. Loses the nuke tag. Does not need Manhattern project to be built. This also explains how Gavagai was able to gift the first 3 tacts to 2metra despite my seeing no nearby subs.
I'm quite sure now that Gav has a pocket Great Artist that he's gonna use to bomb Maracana. I've got this terrible feeling that I'm gonna lose another big stack... that said, it looks only like he has like 50 tanks that could hit me this turn. So, maybe I'm actually fine? I wish I had more Anti-tanks at that site but I can't get a lot there until next turn, unfortunately.

It's very well known, and one of the main reasons that tactical nukes are the weapons of choice over ICBMs (at least, in unmodded civ).

Very well known, from the myriad civ4 games that actually reach a combat situation in the modern era. Right.
Surely you don't mean to imply that nobody reaches the modern era in Civ IV. Even MP games here manage that with some frequency.
