I don't get that rule. I know what it's trying to accomplish, but the way it is implemented it's just way too inclusive.

So on the other hand pindicator will have some real trouble with his wars starting next turn.

Game over. It wasn't about razing city it two. It was about initiating a dogpile, and they knew krovice was at least paying attention. This is the last chance, before dtay gets the hindu shrine pouring another 200gpt and wins the race to communism.

Kudos to dtay for being up defenses just in time, great game by him on the macro level- his weakest link in pb13... dude learns fast.
