I assume that the tunnels are still flooded. We can either chase the horsmen or go inside, but if we choose the tunnels I will probably be the only one who can go into the water to look for treasures or signs of the submersible device.

As stated before I have no wish to face that beast underwater, and also agree with following the others

After about five miles you come across a campsite in a small copse of trees. Perception check.
