So basically we're proposing either a reload to the before Exploit logged in or before I logged in, his choice. Any moves made up to either of those reloads should be unspoiled. Then I think (teammates may overrule) we're fine letting him move first next turn (T70) if he wants.

I only have his Tech Peddle address, so I guess he won't receive it if he's cut ties to the game entirely already. Figured it was worth a shot though. He sent an e-mail to us listing a bunch of reasons he wanted to have first move each turn, and none of them had to do with the turn of DoW itself.
[EDIT: Nevertheless, even if he agrees, this is still a band-aid. Are we saying it's officially established that "secretly following the turn order" means playing in the first or second 12 hours according to the timer - nothing to do with when the other party ends turn? And that choosing your turn order when you DoW means attacking in the first or second 12 hours of the timer, regardless of when the target ends their turn? 'Cause I'm not sure if that's what everyone thought they were voting for. I see some issues with this, as mentioned above, but (as you might guess) I'm happy to deal with it either way.]

As far as the rules in the future (and for thread clarity purposes I personally would rather discuss them after this issue is resolved) I have only a few thoughts:
1) Most DOWs will probably be end-of-turn. Since I don't think there will be any more 1-move opportunities for DJCiv I can almost guarantee any future DOWs from us will be end-of-turn affairs.
2) Unless we force teams to give 1t notice before DOW'ing, I don't know that much more can be done than allow the future defender 12 hours to notice moves if the attacker wants to take the first half of the turn. Forcing the attacker to play before the defender and not just in the first 12 hours will create the Apolyton situation where teams try to ensure the right to go first by making sure they end turn right away, at least in some cases.
3) Concerns about civs waiting to move until the 2nd 12 hours aren't too worrying to me for two reasons: (a) Everyone ending turn at the 13-hour mark is still a very fast turn, and (b) as the game progresses military units start getting more stationary and therefore the risk of units not having movement points goes down.

I have detailed tactical knowledge concerning Exploit's land and defenses. He is not in immediate danger of elimination, and therefore should be replaced as a player. I can post proof in my thread if need be.

In that case, if we don't hear from Exploit soon we should get one of the handful of players who remained unspoiled for RBP3.

6 hours is enough cool off, if he wanted to play he'd have returned.
Get the sub on board and lets have that reload.

I think there's no harm in waiting at least till tomorrow to see if Exploit is coming back.

Heard back from Exploit. He reaffirmed that he will not continue playing regardless of the outcome of this dispute.

Ok, then I think this is what we need to do:
1) Reload back to the start of the turn.
2) DJCiv declares war and moves.
3) Pause once the timer reaches 12 hours to let the replacement have time to see what's going on.
