Sounds like the group came to a solution, but I'll comment anyway. This could be done with DLL patching, but would be a fair bit of work. The tricky part is identifying and defining in code which units and where to move them to, since there wouldn't be any UI to pick and move them. Another option, simpler to code, would be to restore units in question to full movement points (or more if needed) and let the moving take place in-game.

I've declared war on Locke. I believe the turn order is now:

(24-36)
Adlain

Basically, Parkin/Locke/Adlain have a slightly shortened timer, and Moogle has a slightly lengthened timer. Once Adlain is gone this will simplify to Parkin/Mackoti/Rego in the first half and Locke/Plako/Nakor/Luddite in the second half.

Well I will be more polite then Gaspar. All of the teams who were trying to stop Parkin (instead of making him win even easier) have agreed that this game is over. We dont see any point in continuing to play when we cannot catch up. I am sure Parkin would like to keep on razing coastal cities that cant be defended but it is just exercize in vanity now.

I think we should formally call game and name Parkin the winner.

Is there any reason you couldn't have just said:

"We tried our best, but Parkin played better. We've had a talk and think we should formally call game and name Parkin the winner"

rather than throw a snide comment in too?

Meh, perhaps this was better for the lurker thread but it irked me.
