I had something a little more... drastic in mind. We will see what happens over the next 10 turns and make plans from there.

This is a more interesting case of the PB64 incident. Miguelito double-moves us to get his chariot into worker-sniping position. We double-move him back to cover said worker. Miguelito is clearly unimpressed:
Just as before, the pattern has thus far been alternating double-moves. Are we in the wrong? Is he in the wrong? Is anyone? I don't really know. My double-move was definitely a distinct advantage this time, rather than a reversion to status quo, so maybe I am. Maybe it wouldn't have been an issue if he'd not done it first. Maybe he was meant to declare war to lock it in. The material cost would have been delaying the corn farm by a turn, so nothing major; maybe I should have sucked it up. Simultaneous turns are rough.

He would have gained advantage from double moving and he's the aggressor so he's definitely in the wrong. Judging by the passive aggressive chariot naming, it's probably for the best that you just double moved back instead of having to argue him and do a reload.

I think this is an edge case under the current rules where you can double move one turn before declaring war, but we don't see it as often because people generally want the second half, not the first.

Instructions for Jowy. There are also signs, so these are not super detailed.
T86: Nothing very interesting, just moving units around and answering diplo.
T87: The signs say this pretty clearly, but most cities should start a baray.
T88: Vandeventer and Springer starts a baray. Research back to 0%, into Currency.

Magic Science offers fish for fish, and then fish for our only horses. He must need them to defend himself from Plemo. Declined for now.
Gavagai offers clam for clam. Declined for now.
Ben the worker could chop or road next to Hurricane Mtn. I went for a road to connect it to the road network. (E: With the Maths timing I guess chopping might have been the plan here, but can move back for free after road)

We don't have Masonry, which is required to build Barays. We also can't 1T tech it, it will take 2 or maybe 3. I'll try to get it down to 2.
I left the forests pre-chopped, I assume you'll want those hammers into Barays and not something else. I guess roads will have to do in the meanwhile.
I'm leaving all workers with their actions off, they'll need to be manually set again, but this way they don't accidentally finish a chop.
Made these changes to be able to 2T Masonry:
Vandeventer Copper Mine -> Cottage
Roan High Knob Empty Grassland -> Coast
Blue Mtn. puts some hammers into Lighthouse while waiting for Barays to be available. It has a lot of food, but this is the Globe Theatre city, or if it's not it should be.
Next turn will have graphs on Zooper.
Gavagai is scouting you with two warriors inside your borders. Something to keep in mind.

Roan High Knob had to work another coast tile to get Masonry next turn. Remember to change tiles back on T89.
Gavagai has a worker on the fortified axe hill. I don't see a road. I guess the most innocuous reason would be to pre-chop for a city that is about to be planted near.
