Yeah that's normal, the game only checks to enable the "create pantheon" button at the turn roll. Same thing happened to the other players who got pantheons from city-state faith, they had to wait a turn too.

Turn 13

I've done some testing, and some of this may be obvious but I felt I needed to know for certain what my choices were:

1) God of the Open Sky requires that there be a pasture built. So no free culture until after the worker is out and has built a Pasture. This means it will not be speeding up Landed Elite any.

2) Building a Pasture takes 5 turns on Quick Speed. I couldn't find this documented anywhere online or in the Civolopedia. Since our worker finishes end of t15, it will take t16 to move to the pasture, and on turn 21 we'll have our first sheep pasture. Hurrah!
(In related news, chops take 2 turns; farms, mines, and plantations take 4 turns; quarries take 5 turns, and I didn't test camps or check if terrain affects the build time.)

3) The +10% that Fertility Rites gives is only applied to Surplus food. Same thing goes for the Landed Elite social policy. So both of those are going to be kind of meh for me.

4) Religious Idols does not require a mine to be built in order for the tile to have +1 Faith and +1 Culture. But again, I'm back to my original problem of having enough food to actually work those tiles! It doesn't seem worthwhile to shut down growth just to work the gold tiles, especially since Monarchy really means the capital wants to grow as big as possible. And we will be working sheep tiles ahead of gold tiles pre-Hanging Gardens. (After HG we'll have 12 "free" food: granary, watermill, landed elite, & HG). So if I don't plan on working the gold for a while, then I'm probably going to pick God of the Open Sky.

Working the gold now doesn't seem worth it. Working 1 gold tile doubles my time to grow, and working both gold puts me at +0 fpt until Landed Elite. So that's going to be a large horizon before I even work those tiles, even larger than the horizon on pastured sheep.

So I think I made up my mind. It helps that Azza picked the one that he did; one less to need to factor in:

For culture I took Legalism, giving my capital a free monument. 7 more turns until we can unlock Landed Elite and gain another +2 food in the capital.

Am I right in reading this as meaning that none of my immediate neighbors have unlocked even one policy yet?

Turn 17

Been a whole lot of nothing lately. Here's where we're at now:

Worker finished and is just starting on the pasture. That will finish on turn 21, and then we start on the 2nd pasture. The next tile to be flipped by culture just may be that grassland river one, and if that's the case I may make an exception and head that way.

Also, I did not build a shrine yet. I'm thinking more about fitting in a settler while I tech Mathematics - so I started an archer to protect him. Which means I'm reconsidering the watermill a little bit. At least, building it so soon. The city will need one, but I also need to do something about my stagnant income. Another reason I didn't build the shrine quite yet

So turn 17 and Ichabod does not have any policies yet? That can't be true. So perhaps this screen doesn't show you the opener being taken and instead shows how many past the opener the person has? That would mean Azza likely has the free worker from the Liberty tree, and Ichabod just has an opener. I'll have Landed Elite (+2f, +10% food surplus) in 3 turns.

I believe this is correct. Pretty sure that a completed tree shows as 5 policies rather than 6.

I'm strongly considering rushing Ichabod with war chariots while i tech to Mathematics...
Claiming the land between him and Sian peacefully seems like the best way to get 2v1-ed later in the game.
But i need to explore south; the fact that i haven't seen Ichabod's scout come back ftom there makes me think it may connect to the other players

Turn 18

So I wussed out

When Ichabod invades me with Keshiks in 40 turns I expect everybody to post and say "I told you so".
Instead of war chariots I'm going to build the watermill until size 3, then at size 3 I'll swap to a settler. The settler is going to head for the jungle region NW of the capital, and try to claim the citrus there.

Right now I'm thinking of the spot 4NW of the capital (to stay on the river). I would wait til it grabs the banana in 2nd ring culture and then buy the citrus tile. (Now I realize this picture doesn't have resource bubbles. That's disappointing...)

I thought about squeezing in Mining before Mathematics, but the worker has plenty to do as is. Pasturing the sheep will take 3 more turns. Then 6 turns to move and pasture the next sheep. Then 6 more turns to move and farm the grassland tile I just got (my only one). Then 2 turns to get to the gold mine. That's 17 turns before I mine the gold, and Math will only take 12 to finish.

Growing to size 3 does not help at all towards the settler, right? The third citizen will just be working a 2-yield tile. All you'd add is the money from the gold. (Though that might still be worthwhile.)

Or I might finish that watermill first, since it contributes 3 units per turn towards the settler.

I think this advice is at least bordering on being too much for a non-dedicated Lurker.
