Well, to kick off the settings discussion.
I'm not fond of the naval changes in 46 (and wherever else, I haven't kept track). I can't even comment on the ocean movement penalty part (which I actually like in theory), but changing Caravels to str4 is too big a jump from triremes. And privateers at Paper is even worse. Maybe if the Trireme bonus was changed to "+50% attack in coastal squares" instead of just vs galleys? Even makes a kind of sense. Oars are far more maneuverable in the confines of coastal waters than sails.
Or just take all the bonuses away from Triremes and make them a flat Str:3

The only bit of "unbalanced" id care for in a map is being GKC/Alhazard from pb44. ( aka position on the map ) But if its a pitboss, ill play it. Even if im on an island surrounded by barb subs... gives me something to do.

Caravels moving to str 4 i believe was to help against privateers, and the privateers moving to paper was to make Galleons/astro not the Be-All End-All. i can agree on the actual movement changes, but i like the other changes.

Or "unbalanced" having an entire Small of a Big n Small to myself because someone messed up with their warrior :P
Can i have THAT "unbalanced"? At least till i get a win.

I was surprised that I quite liked the naval changes - the bonus that triremes get Vs caravels means they don't always lose, especially with promotions. Then the caravel strength increase means I'm scared to send unaccompanied galleons anywhere.
The big unintended problem for me was how easy it is to get nav 2 - you just need 2xp for a 3-move galley which feels too cheap and frustrates the intention of that change (which was that boats could move too fast with the circumnav bonus). The fix for that is easy though: all naval units should start with nav2 instead of nav1.

Some random ideas for naval changes:
Make new naval promotions, why not make it all the way upto nav5?
Make boats follow culture rules. Sealane controlled by enemy? Reduced movement.

Seems like Krill is still off RB though (and in his pb46 quit post he also mentioned that he is no longer interested in developing the mod further?
On the naval changes, I have only played a little with them on in SP,so my judgement may not be the best but:
- circumnavigation for everyone feels good
- I think while the approach of having the privateer as a viable galleon counter is good, paper is too early imo. Caravela don't really get their moment to shine, and I think the investment is too little to counter an astronomy beeline, which should still be a viable strategy against an unprepared opponent. Maybe move it to the upper lanes in the tech tree (Military tradition? That's not getting a lot of early attention currently, but might be too late. Nationalism is already really valuable...), or give it an additional requirement like banking (or Divine Right, huh?)

Per the change log, nav1 has no requirement, so that wouldn't really achieve anything? Of course that could be changed by just making naval flanking I a requirement. Although that would maybe mess with the later ships (I think Krill just slapped nav1 onto all ships until SotL, but the later ones are balanced with the idea that nav1 and 2 are easily available)
